Patrick Carr
President & Chief Executive Officer

Patrick began his career at Poole & Kent in 1980 after graduating from the University of Florida. He has over 35 years of construction experience on an expansive range of mechanically-intensive projects including design-build, construction management, and traditional delivery formats.    

He has had absolute project responsibility for some of the largest, leading, multifaceted projects in Florida including participation in one of the largest DBO agreements in the nation for Tampa Bay Water.  

Under his current position, Poole & Kent completed Miami-Dade Water and Sewer Department’s first plant process design-build project and approximately $200 million of construction projects at the South District Wastewater Treatment Plant as part of the High-Level Disinfection Project.  

Pat is responsible for the day-to-day operations of the Company, overseeing the areas of customer services, management of operations, and overall estimating and budgeting for projects.

Brian MacClugage
Executive Vice President

Brian began his career at Poole & Kent in 1989 after graduating from the University of Miami. He has over 26 years of construction experience on an expansive range of mechanically-intensive projects including design-build, construction management, and traditional delivery formats.  

Prior to his position as Executive Vice President, Brian was project manager of numerous large-scale projects in Florida. He had absolute project responsibility for the $135 million filter system project as part of Miami-Dade’s High Level Disinfection Program at South District Wastewater Treatment Plant.   

Brian’s executive duties include safety and quality control; management of office and field supervision staff; estimating and bidding projects; oversight of project managers; manpower, material and resource management to achieve schedule objectives; and trade coordination.  

David Strickland, P.E., DBIA,

Senior Vice President & Assistant Secretary

David began his career in the construction industry in 1987. Throughout his professional career, he has achieved numerous certifications including Florida licensed Professional Engineer, Florida certified General, Mechanical, Plumbing, Electrical, Underground Utility & Excavation, Pollutant Storage Systems Contractor; LEED AP BD+C, and DBIA Professional. His credentials are exemplary and for this reason he is our Construction Qualifier.

David's focus over the past 27 years has been in the design and installation of mechanical systems. He is responsible for the design-build and construction management work for the Company. He uses his knowledge and expertise for business and project development, sustainability, value engineering, estimating, design, start-up, test and balance and quality control on some of the most complex mechanical projects in the state.

Stephen Polk
Vice President

Stephen began his career in the agriculture, timber, roads and bridges industries which prepared him for his first water treatment facility in Rodell, WV in the early 1980’s. Subsequent projects span several southern states over 30 years. The past 25 years of Stephen’s career have been primarily in Florida, constructing water and wastewater treatment facilities including reverse osmosis and nanofiltration systems.

Stephen’s responsibilities include construction administration and oversight of multiple large water / wastewater facilities as well as estimating and bidding of projects. His background includes significant experience in the design-build and partnering approach as well as value engineering analysis to maintain project budget constraints.

David BuShea
Vice President

David began his career in the construction industry 36 years ago and has a multitude of experience in a wide range of mechanically-intensive projects including water/wastewater, education, medical, and transportation facilities. Prior to his position as Vice President, David was a superintendent, project manager, and project executive. Having hands-on experience is invaluable when managing projects.  Currently, David manages our Tampa division.

His management duties include estimating; developing, implementing, and maintaining CPM schedules; manpower, material and resource management to achieve schedule objectives; subcontractor coordination; management of office personnel and field supervision staff; trade coordination; and safety and quality control programs.
